何ンにつけ 一応は
I'm not sure of it's meaning, but I think it's something like:
Regarding anything, tentatively
そのくせ誰かがかつて
一等賞をもらった店で 買うんです
一等賞をもらった店で 買うんです
This needs to be swapped a bit due to the structure difference between EN and JP. The translation would be something like:
And yet, I buy from the shop that someone received first-prize from
with the paragraphing (or none) going in the appropriate place.
Other translations may not be that accurate: Feel free to correct it.

- Regarding the first one, I haven't a clue how to translate it.
- The second one I do understand something. The くせ literally means habit, and in this case, the 'someone' has a habit of saying the thing on the previous line, "There isn't a chance of winning", so I think something like:
- And yet someone always saying that
buys from the same shop someone got first-prize from- I think that gets across the feeling and still maintains the line order ^_^

- I hope someone finds the closest translation to the first line. :)
- Your version sounds good.
